Established by the Ministry of Education of P.R. China in accordance with educational exchange agreements or understandings reached between the Chinese government and the governments of other countries, organizations, education institutions, and relevant international organizations, the Chinese government scholarship program provide both full scholarships and partial scholarships to international students and scholars. The China Scholarship Council (CSC) manages the recruitment and carries out the routine management of the Chinese Government Scholarship program.

This scholarship program aims to promote education, culture, cooperation, and mutual understanding between China and other countries. International students from all world countries are eligible to apply. CSC scholarship is a fully-funded program that provides tuition fees, accommodation, monthly stipend, Insurance, etc. The program is opened to citizens of all countries in the world willing to study at undergraduate, Master’s, PhD, conduct research or receive short-term training in China.

There are three types of Chinese Government Scholarship: Type A (Chinese Government Scholarship – Bilateral Program), Type B (Chinese Government Scholarship – Chinese University Program), and Type C (Chinese Government Scholarship – Other programs). Please read the CSC Scholarship Application Tips and Tricks for more details. The application process varies depending on the type of scholarship you’re applying to. For example, those who are applying for the Chinese University Program are required to submit an application on the CSC online portal, apply to their selected universities and send them all the required documents. Candidates can apply for the three types of scholarships. However, they can only hold one scholarship during their studies.

  • Host Institutions: Designated Chinese universities that host CSC scholarship recipients (Click here for full list).
  • Fields of study: Opened for available fields of study at designated Chinese universities which offer a variety of academic programs in science, engineering, agriculture, medicine, economics, legal studies, management, education, history, literature, philosophy, and fine arts.
  • Language of study: Chinese or English.
  • Number of awards: Thousands each year.

Chinese Government Scholarship Benefits

Winners of this governmental scholarship will have the following benefits depending on the type of scholarship they won.

A. Full Scholarship

  1. Exempt from registration fee, tuition, and fee for accommodation;
  2. Monthly allowance is granted to students through the host institution at the following rates:
    • Undergraduates and Chinese language students: 2,500 CNY/month
    • Master’s degree students and general scholars: 3,000 CNY/month
    • Doctoral degree students and senior scholars: 3,500 CNY/month
  3. Comprehensive Medical Insurance for International Students in China.
  4. One-off inter-city travel subsidy (each for coming in and leaving China) From the port of entry to the admitting institution’s city.

B. Partial Scholarship

One or several items of full scholarship (one-off settlement subsidy and one-off inter-city travel allowance excluded).

Types of Chinese Government Scholarship

Below is the list of various scholarship that are offered in the framework of the Chinese Government Scholarship programs.

A – Bilateral Program

The program aligns with the cooperation and exchange agreements or consensus reached by the Chinese government and the governments and institutions of other nations. This scholarship program is is available for undergraduate, postgraduate, general, and senior scholars. To apply, candidates must submit their applications to the dispatching department of their home countries.

B – University Program

The program is designed to finance the study of talented international students in China that are directly selected and recommended by designated Chinese universities. The supporting student categories are various, which is subject to the requirements of each of these universities. This program is generally for master and PhD program applicants and they must file an application with the chosen designated Chinese university.

C- Designated Scholarship Programs

These programs are established in accordance with cooperation agreements between China and international organizations and institutions. To apply, candidates should submit their applications to the relevant international organizations and institutions.

  1. Chinese Government Scholarship – AUN Program
    • Target Groups: Students and scholars from ASEAN member states
    • Supporting Categories: Postgraduates
    • Application Receiving Agencies: AUN Secretariat
  2. Chinese Government Scholarship – EU Program
    • Target Groups: Students and scholars from EU member states
    • Supporting Categories: Undergraduates, Postgraduates, General Scholars, Senior Scholars
    • Application Receiving Agencies: Office for Education and Culture, Mission of the PRC to the EU
  3. Chinese Government Scholarship – Great Wall Program
    • Target Groups: Students and scholars from developing countries
    • Supporting Categories: General Scholars, Senior Scholars
    • Application Receiving Agencies: National Commission for UNESCO in the home country
  4. PIF Program
    • Target Groups: Students and scholars from Pacific Island countries
    • Supporting Categories: Undergraduates, Postgraduates, General Scholars, Senior Scholars
    • Application Receiving Agencies: Pacific Islands Forum Secretariat
  5. WMO Program
    • Target Groups: Aspiring international students and scholars in meteorological research
    • Supporting Categories: Undergraduates, Postgraduates
    • Application Receiving Agencies: WMO (World Meteorological Organization)

D – Student Exchange Program

This program that have been created in accordance with exchange and cooperation agreements between Chinese universities and foreign partners, is designed to support general and senior scholars for a training session of no more than 12 months. An applicants should file applications with Chinese universities and their foreign partners.

Chinese Government Scholarship Eligibility

To apply for this scholarship, candidates must meet the following minimum requirements:

  1. Be non-Chinese citizens and in good health both mentally and physically.
  2. Education background and age limit:
    • Bachelor degree applicants must have a high school graduation certificate with good academic performance and be under the age of 25.
    • Master’s degree program applicants must have a Bachelor’s degree and be under the age of 35.
    • Doctoral degree program applicants must have a master’s degree and be under the age of 40.
    • Chinese language training program applicants must have a senior high school diploma and be under the age of 35.
    • General scholar program applicants must have a high school diploma (or higher) and be under the age of 45.
    • Senior scholar program applicants must have a master’s degree or above, or hold academic titles of associate professor or above, and be under the age of 50.
  3. Meet the admission requirements of the university of preference in terms of language proficiency and academic ability, among others, when applying for a program taught in a language other than Chinese.

How to Apply for a Chinese Government Scholarship

There are different ways to apply for the CSC Scholarship depending on the type of scholarship you’re applying for.

I. Application for the Bilateral Program (Type A)

Please contact the local Chinese embassy/consulate, ministry of education or government scholarship agencies for the Application Procedure (Generally between January – April).

II. Application for the Chinese University Program (Type B)

Candidates must apply on the CSC online application system, apply to the university (if required), and upload all required documents. An applicant should contact the designated university (or check their website) for admission requirements and documents.

III. Application for Other Programs (Type C)

Please contact the organization or institution that you’re willing to apply through for more details.

Application Documents

Below is the list of general application documents. However, it might vary slightly depending on the type of scholarship.

  1. Application Form for Chinese Government Scholarship (filled online);
  2. A scanned copy of the Passport Information Page.
  3. Diploma and certificate of highest education (notarized photocopy). An applicant who is a current university student shall submit the certificate of expected graduation or student status issued by his/her university;
  4. Academic transcripts;
  5. Certificate of language proficiency:
    • When applying for a Chinese-taught program, an applicant shall provide a valid HSK score report that meets the program’s language ability requirements. Those who do not meet this condition must take Chinese language courses and pass the HSK test before starting their major studies.
    • When applying for a program taught in a language other than Chinese, an applicant shall provide a certificate of proficiency in the language as required by the designated university, such as the IELTS or TOEFL test report.
    • The language requirements are usually waved for those who are native speakers of English or Chinese OR
    • Those who have graduated from a program taught in English or Chinese.
  6. Admission documents : When applying for a postgraduate program or for academic education as a general or senior scholar, an applicant shall provide the admission documents issued by the university of preference, including an admission letter, a pre-admission letter, or the invitation letter from a prospect supervisor (admission documents will serve as a priority of admission in granting the Chinese Government Scholarship);
  7. A study or research plan written in Chinese or in English (no less than 200 words/characters for undergraduates; no less than 500 words/characters for scholars; no less than 1000 words/characters for postgraduates);
  8. Two recommendation letters in Chinese or in English from professors or associate professors;
  9. Applicants for the arts or design program shall provide their own works (such as videos and paintings);
  10. Applicants under the age of 18 shall submit the legal documents of their legal guardians in China;
  11. Those who will to study in China for more than six months shall submit a photocopy of the Foreigner Physical Examination Form.
  12. An applicant shall submit a valid Certificate of Non-Criminal Record (or Police Clearance Certificate) issued by the local public security, usually issued within six months prior to the submission date of the application.

Note : Documents in languages other than Chinese or English shall be attached with notarized translations in Chinese or English.
