The 100 Scholarships for Students with International Protection is a fully funded program by the government of Italy and aims to support refugee or internationally protected persons in Italy. The scholarship amount is one decided yearly by the Ministry of University and Research for the students living at a greater distance from the university. Universities receive money and provide scholarships, possibly in cooperation with the Regional Authorities, for the Right to Study. The scholarship is given according to article 4 c.4 of Legislative Decree 68/2012.
A ranking list will be drawn up by a commission appointed by the CRUI President, which will take into account the qualification held, the CV of the candidate, and the selected level of education (in the order Laurea Magistrale, Laurea triennale e Laurea Magistrale a Ciclo Unico). In case of ex aequo, priority will be given to the younger candidate.
For the enrollment to “corso di laurea triennale” o “corso di laurea magistrale a ciclo unico”, the Declaration on value or CIMEA certificate of the high school diploma is required. This document is not required, instead, for access to master’s degree (“corso di laurea magistrale”) and PhD courses. Universities will also be able to accept the European Qualifications Passport for Refugees, as a certificate proving the candidate’s qualifications.

100 Scholarships for Students with International Protection Benefits
The Ministry of the Interior recognizes a flat rate equal to the minimum amount established annually by the Ministry of University and Research for the students living at higher distance from university (7.081,40 Euros this year). These lump sums are assigned to the universities that provide scholarships, possibly in cooperation with the Regional Authorities for the Right to Education.
The 2022-2023 scholarship contributes to cover the costs for the services indicated in art.6 c.1 of Legislative Decree 68/2012 and is given according to article 4 c.4 of Legislative Decree 68/2012. Any additional services may be offered on the initiative of third parties.
100 Scholarships for Students with International Protection Eligibility
These 100 government scholarships are reserved to students having the status of refugees or subsidiary and belonging to the following categories:
- Students with international protection, beneficiaries of this scholarship for the first time between the A.Y. 2017/2018 and the A.Y. 2021/2022 who have not yet obtained the degree title for the first course of studies carried out at Italian universities, and are entitled to get the scholarship in A.Y. 2022/2023 if they obtain the minimum number of CFUs indicated in art.4. This category does not include scholarship recipients who have completed the cycle of studies for which they received the benefit, obtaining the qualification, and who have continued their studies by enrolling in a new cycle of studies and who fall under the third condition;
- Students with international protection by 26 August 2022 obtained in Italy, enrolled for the first time in the Italian University system, in a bachelor’s (corso di laurea triennale), master degree (corso di laurea magistrale o magistrale a ciclo unico), or a PhD program without scholarship (corso di dottorato senza borsa) – A.Y. 2022/23, or who have obtained for the first time in the A.Y. 2021/22 registration with reserve from an Italian university.
- Students with international protection, beneficiaries of this scholarship for the first time between the A.Y. 2016/17 and the A.Y. 2021/22, who have completed the course of studies for which they received the scholarship and are enrolled in the A.Y. 2022/23 or have enrolled in the previous A.Y. to a course of studies at a higher level may be evaluated exclusively after the above categories and if resources are still available.
