Applications are now open for the 2026-2027 Government of Azerbaijan Scholarship program, officially known as the “Heydar Aliyev – International Education Grant Program.” This scholarship program to study in Asia aims to contribute to the development of human capital in other countries and support the education of foreign nationals in higher education institutions of the Republic of Azerbaijan.

The Azerbaijan Government Scholarship is fully funded and available for citizens of the Member States of the Organization of Islamic Cooperation (OIC), the Member States of the Non-Aligned Movement (NAM), Small Island Developing States, and countries sharing common cultural, ethnic, and historical ties with Azerbaijan. It is open for students who wish to study at Bachelor’s, Master’s, Medical Residency and Doctoral degree levels, including general medicine and preparatory courses.

Each year, 100 international students benefit from this scholarship to study in Azerbaijan leading universities. The scholarship was established by the decree of the President of the Republic of Azerbaijan on 8 July 2023 and is offered annually for a period of 5 years. The application process does not require any application fee.

Program Details

  • Host Institution: Higher educational institutions of the Republic of Azerbaijan (see official list of participating institutions).
  • Eligible Program: Preparatory courses, Bachelor’s (including general medicine), Master’s (including medical residency), and Doctoral programs.
  • Number of Awards: 100 per year.
  • Duration: Candidate’s program duration (more details below).
  • Target group: Open to citizens of OIC Member States, NAM Member States, Small Island Developing States, and countries sharing cultural, ethnic and historical ties with Azerbaijan. Click here to see the full list

Government of Azerbaijan Scholarship Benefits

This Azerbaijan Scholarship is a fully funded program that will provide successful applicants with the following benefits:

  1. Tuition Fees: Tuition fees and language preparatory courses (according to the language of instruction) for the entire study period at undergraduate, graduate, general medicine, medical residency and doctoral levels.
  2. International Flights: An international economy class flight ticket to Baku (from the country of origin) and from Azerbaijan (to the country of origin respectively) once a year.
  3. Monthly Allowance: Monthly allowance of 800 AZN (10 months each year, except July and August) for accommodation, daily expenses and educational materials.
  4. Medical Insurance: Yearly allowance of 200 AZN for medical care and medication during the study period.
  5. Visa & Registration: A single entry visa to the Republic of Azerbaijan and a temporary residence permit for each academic year.

Note : All privileges and payments are applicable only for the duration of each program described in the program duration section.

Government of Azerbaijan Scholarship Eligibility

To qualify for a scholarship, applicants must meet the following requirements:

  • Citizens of eligible countries listed in the official Call;
  • For undergraduate and general medicine programs: younger than 35 years as of 15.09.2026;
  • For graduate and medical residency programs: younger than 40 years as of 15.09.2026;
  • For doctoral programs: younger than 45 years as of 15.09.2026;
  • Citizens of the Republic of Azerbaijan or individuals whose citizenship has been terminated will not be considered.

Note : Official nomination by respective government authorities does not guarantee the award of the scholarship. The final decision rests with the Selection Committee.

How to Apply for the Government of Azerbaijan Scholarship

Eligible candidates who would like to apply for this government scholarship program must follow the given instructions below:

Application Stage One (1) : Applicants must submit the completed Nomination Form and required documents to the relevant government authorities (Ministries, Embassies, etc.) of their country for official nomination. The submission period is from February 16 to April 15, 2026 (6 PM Baku time).

Application Stage Two (2) : Officially nominated candidates will proceed to apply through the Study in Azerbaijan Centralized Admission Service (SIACAS) website (portal.edu.az) from May 18 to June 1, 2026 (6 PM Baku time). After logging in, applicants must choose the “Heydar Aliyev – International Education Grant” admission channel. Candidates may select up to three specialties at different higher educational institutions.

  1. Completed Nomination Form (first stage);
  2. Copy of diplomas and transcripts (minimum GPA 70/100 or equivalent);
  3. Medical certificate (including HIV/AIDS, Hepatitis B and C tests, issued within the last 3 months);
  4. Valid passport copy;
  5. CV or Resume;
  6. Proof of language proficiency (IELTS/TOEFL or proof of previous education language as required);
  7. Motivation letter;
  8. Local and international awards (if available).

Note : Respective state entities/government authorities of the candidate’s country will get in touch with the shortlisted applicants to ensure the registration process in the SIACAS. This date may vary for students enrolled in preparatory courses for medical programs.
