Applications are now open for the 2024-2025 Government of Azerbaijan Scholarship program. This scholarship program to study in Asia main goal is to attract international students from eligible countries to complete their university studies and research in the Republic of Azerbaijan.

The Azerbaijan Government Scholarship is fully funded and available for citizens of the OIC and the NAM member countries, who wish to study at Bachelor’s, Masters and Ph.D. degree levels in Azerbaijan. The Azerbaijan scholarship program is open for international students who are interested in getting university degrees in a wide range of fields that are available at higher educational institutions in Azerbaijan.

Each year, the scholarship program provides an opportunity for selected candidates to study in Azerbaijan leading universities in preparatory courses, undergraduate, graduate, doctoral and general medicine/residency programs. The application process does not require you to pay any fee. English Proficiency Certificate is only required if you’re applying for English-taught programs.

  • Target group: Open to citizens of the Member states of the Organization of Islamic Cooperation, Member states of the Non-Aligned Movement, Small Island Developing States, Countries sharing common cultural, ethnic and historical ties with Azerbaijan (please find the full list below).

Government of Azerbaijan Scholarship Benefits

This Azerbaijan Scholarship is a fully funded program that will provide successful applicants with the following benefits:

  1. Tuition Fees: Tuition fee and language preparatory courses (in accordance with the language of instruction) for the study period at the undergraduate, graduate, general medicine, medical residency, doctoral level.
  2. International Flights: An international economy class flight ticket to Baku, Azerbaijan (from the country of origin) and from Azerbaijan (to the country of origin respectively) once a year.
  3. Monthly Allowance: Monthly allowance of 800 AZN for accommodation, daily expenses, and educational materials (10 months each year, except July and August).
  4. Medical Insurance: Yearly allowance of 200 AZN for the medical care and medication during the study period in the Republic of Azerbaijan.
  5. Visa & Registration: A single entry visa to the Republic of Azerbaijan, as well as a temporary residence permit for the stay in the country for the period of each academic year.

Note : All the privileges and payments will be applicable only for the duration of each program described below (in program duration section).

Government of Azerbaijan Scholarship Eligibility

To qualify for a scholarship, applicants must meet the following requirements:

  • Citizens of the OIC and the NAM member countries as shown above;
  • For undergraduate and general medicine programs, candidates must be younger than 35 years as of 15.09.2024;
  • For graduate and residency programs, candidates must be younger than 40 years as of 15.09.2024;
  • For doctoral programs, candidates must be younger than 45 years as of 15.09.2024;
  • Citizens of the Republic of Azerbaijan or individuals whose citizenship in the Republic of Azerbaijan have been terminated will not be considered for a Scholarship.

How to Apply for the Government of Azerbaijan Scholarship

Eligible candidates who would like to apply for this government scholarship program must follow the given instructions below:

Application Stage One (1)

For official nomination by the respective state entities/government authorities (Ministries, Embassies, etc.) the applicants must submit the Nomination form alongside with the required documents to the relevant authorities for the first stage of the application process. The last date of the submission is May 20, 2024 at 6 PM Baku time.

Application Stage Two (2)

Officially nominated candidates by the respective government authorities will proceed to the second stage of the application process and apply through the study in Azerbaijan Centralized Admission Service (SIACAS) website (portal.edu.az) from June 16 to July 1, 2024. After logging in SIACAS website applicants must choose the relevant Admission channel (“Heydar Aliyev – International Education Grant” program) to apply. Candidates can choose 2 (two) specialties at different higher educational institutions of the Republic of Azerbaijan in the appropriate channel.

Required Documents

  1. Completed the Nomination form (for the first stage of application process);
  2. Copy of Diplomas and Transcripts from prior High School or Higher Education Institution; The applicant’s academic marks (GPA) of the previous degree(s) of study (general secondary education, bachelor’s degree, general medicine education, master’s degree, medical residency) must not be less than 70 (on a scale of 0 to 100 or 7 on a scale of 10 or equivalent) of the relevant marking system;
  3. Copy of the medical certificate (including HIV/AIDS, Hepatitis B/C tests);
  4. Copy of a valid passport that confirms the applicant’s identification information;
  5. CV or Resume;
  6. Proficiency in the language of study:
    • Applicants willing to study in English are required to have the following scores:
      • for undergraduate programs minimum IELTS 5 (TOEFL 40);
      • for postgraduate programs minimum IELTS 5.5 (TOEFL 50);
      • the language of study of the previous education must be English.
    • Applicants willing to study in Russian : proof of language proficiency or the language of study of the previous education must be Russian;
    • Applicants willing to study in Turkish : proof of language proficiency or the language of study of the previous education must be in Turkish;
    • Applicants willing to study in Azerbaijani : proof of the English, Russian or Turkish language or the language of study of the previous education must be English, Russian or Turkish.
  7. Motivation letter;
  8. Local and international awards (if available).

Note : The higher education institution may examine the candidate’s proficiency for the applied level of education and proficiency in the language of study.

Important notes

  • Applicants may track the status of their applications and get notifications for the next stages from the SIACAS. At the same time, notifications will appear in the applicant’s personal account. SIACAS website will remain accessible for registration of applications from June 16, 2024, starting at 12 AM, to July 1 at 6 PM Baku time.
  • A candidate with multiple nationalities may submit only one application, and it must be for one of the eligible nations .
  • Only the applications that were nominated by their respective countries in the first stage will go through the evaluation process for the scholarship program.
  • If applicants face any technical problems with the website, they may send an email to [email protected] with a short description and relevant screenshots.
  • Documents must be legible/readable and clear;
  • Documents must be in one of the following languages: Azerbaijani, Turkish, English and Russian languages and have to be notarized;
  • Documents in a language other than those indicated above must be accompanied by a notarized translation into English;
  • The applicant must submit the documentation in PDF format (in the online system);
  • Candidates must submit a medical certificate (including HIV/AIDS, Hepatitis B and C tests) from the relevant clinics in the country of residence. The medical certificate has to be dated no more than 3 (three) months before the submission of the application and must verify that the applicant is in good health for travel and study (if the certificate is in a language other than Azerbaijani, Turkish, English and Russian, it should have a certified translation);
  • All requested documents must be uploaded along with the application on the SIACAS website before the deadline (July 1 at 6 PM GMT Baku time).
