Kazakhstan Government Scholarship for International Students

Applications are being received for the Kazakhstan Government Scholarship for International Students. The scholarship is offered through the Ministry of Education and Science of the Republic of Kazakhstan to foreign applicants, including persons of Kazakh nationality who are not citizens of the Republic of Kazakhstan. The scholarship is awarded for full-time studies at higher educational institutions in Kazakhstan.

Selected candidates can study in available fields at host institutions in Bachelor, Master and PhD degree programs. The Republic of Kazakhstan is the largest state located at the same time, both in Europe and in Asia, which does not have access to the ocean. The population is 19.62 million (2022).

Currently, Kazakhstan is the first and only country in Central Asia that is recognized as a full member of the European higher education area. The poly-cultural environment allows you to quickly and easily adapt to Kazakh identity and life. Universities are open to all new students and can offer educational programs in various languages and various areas of professional activity. All higher education institutions are able to offer education in English.

• Full tuition fees will be covered by the program;
• A monthly allowance is provided to students, depending on their academic progress;

Kazakhstan Government Scholarship Eligibility

To apply for this scholarship program, applicants must meet the following requirements. Foreign citizens, including individuals of Kazakh nationality (Foreign citizens – persons of Kazakh nationality) who are not citizens of the Republic of Kazakhstan, are welcome to apply. Furthermore, applicants must meet the following requirements.

• First-Time Enrollment: The applicant must be pursuing each educational qualification (e.g., bachelor’s, master’s, or doctoral degree) for the first time.
• Medical Certificates:
  • A general health certificate for international study, issued by the applicant’s national health authority.
  • An HIV/AIDS-negative test result, validated by an official medical institution.
• Bachelor Degree Programs: certificate or diploma of basic secondary education with a grade of no less than “good”.
• Master Degree Programs:
  • diploma of Bachelor’s or specialist with at least 3.0 (out of 4.0) GPA or its equivalent in educational institutions.
  • International certificate of proficiency in a foreign language.
• Doctoral Degree Programs:
  • Master’s degree with an average score of at least 3.0 (out of 4.0) GPA or its equivalent in educational institutions.
  • International certificate of proficiency in a foreign language.
• For Master and Doctoral applicants : an international certificate confirming proficiency in a foreign language (e.g., IELTS, TOEFL, DSH, DELF, etc.), with the respective minimum scores as specified:
  • English: IELTS Academic 5.5; TOEFL IBT 46; TOEFL PBT – at least 453;
  • German: Deutsche Sprachpruefung fuer den Hochschulzugang (DSH, Niveau B2/level B2), TestDaF-Prufung (Niveau B2/level B2);
  • French: TFI (Test de Français International™) – not lower than B2 level in reading and listening sections), DELF (Diplome d’Etudes en Langue française) – level B2, DALF (Diplome Approfondi de Langue française) – level B2, TCF (Test de connaissance du français) – at least 50 points;
  • For proficiency in the Chinese language HSK – Hanyu Shuiping Kaushi, at least level 4;
  • An international language proficiency certificate is not required if your previous education was in the program’s language.

How to Apply for the Kazakhstan Government Scholarship

To apply for this government Scholarship, applicants must follow the steps below:

1. Register on the online portal and upload the required documents. Please click on the “Apply” button below and click on “APPLICANT’S PERSONAL ACCOUNT” to access the online application platform;
2. choose a Kazakhstan university and field of study. Please click here to download a PDF file that contains the list of universities, programs, and teaching language;
3. pass the online testing (psycho-technical test) for the identification of adaptative potential;
4. wait for the invitation for the online interview.

Required documents

2. copy of identity document.
3. a document on the previous level of education with a transcript and attachment (if available) and a notarized translation into Kazakh or Russian or English:
   • Bachelor’s degree : the average score of the document confirming secondary education with a grade of at least “good”
   • Master’s degree : bachelor’s or specialist diploma with an average score of at least 3.0 (out of 4.0) GPA or its equivalent
   • PhD degree : master’s diploma or specialist diploma with an average score of at least 3.0 (out of 4.0) GPA or its equivalent.
4. motivational essay in Kazakh, Russian or English.
5. a letter of recommendation (2 letters for Master’s and PhD applicants) in Kazakh or Russian or English from the educational organization in which the applicant studied, or from the employer.
6. a medical certificate for study abroad, containing the conclusions of a therapist, narcologist, psychiatrist, as well as data from an X-ray (fluorographic) examination, laboratory tests, as well as a medical certificate confirming the absence of the human immunodeficiency virus (HIV infection) and AIDS, issued by the official health authority of the applicant’s country of residence.
7. invitation letter from a Kazakhstan university (if available).
8. proposal of the dissertation research in Kazakh, Russian or English (PhD applicants only).
9. international certificate, confirming language skills (Masters and PhD applicants only):
   • English language:
     • TOEFL IBT – no less than 46 score,
     • TOEFL PBT – no less than 453 score,
     • IELTS – no less than 5.5;
   • German language:
     • DSH, Niveau B2,
     • TestDaF-Prufung Niveau B2;
   • French language:
     • TFI – not lower than В2 level on reading and listening sections,
     • DELF – B2 level,
     • DALF – B2 level,
     • TCF – no less than 50 scores.
   • For proficiency in the Chinese language HSK – Hanyu Shuiping Kaushi, at least level 4.
   • An international certificate confirming the possession of a foreign language by a person for whom these languages are native is not required.
